The state does not grade agents by what they charge. Section 10-01.1-04 sets the requirement plainly: the filing has to carry an actual street address in this state, or else a rural route box number, together with a North Dakota mailing address whenever that one differs.

That rural route line rewards a moment of attention. North Dakota wrote its address rule for a state where a genuine, serviceable delivery point is not always a numbered street inside a city grid. What the rule will not accept is an address that exists only as a mail drop. A registered office has to be somewhere a process server can physically go and hand over paper.

Why the Rule Reads That Way

Service of process is a physical act in this state. Somebody carries paper to a place and hands it over. That is why the language talks about locations rather than mailboxes, and it is why a post office box standing on its own fails no matter whose name appears above it.
