Runner-up, comfortably. Northwest publishes every rate it charges, answers its phones with employees, and treated client privacy as policy long before it became a slogan. Formation customers get the first agent year at no cost. Then the meter starts: $125 a year at one to four states, $100 per state only at five or more. A North Dakota-only company holds at $125 indefinitely. That is the entire catch, but it recurs annually.
3. BetterLegal
The low entry. $90 a year, published, confirmed in our July 2026 pass. What the pass could not confirm was the first-year billing; those terms were nowhere we could read them. A verified $90 renewal behind an unverified front end logs below a $99 that is published end to end. If their checkout resolves the gap for you, reasonable people can rank these two the other way.
4. Rocket Lawyer
One figure, $125, across the whole membership ladder, with no teaser on any rung. Respectable discipline. Note what the entry buys, though: membership in a legal platform, with document tools, attorney access, and the agent service bundled inside. Heavy users of the platform do fine here. A buyer who needs only a North Dakota address and a fast scan is subsidizing features that will sit unopened.
5. ZenBusiness
Best software in the field, and the cleanest signup flow. The log keeps two numbers for them: $99 plus state fees to start, $199 to stay. Renewal is the honest figure, because renewal is what you pay in every year except the first. At $199, that dashboard carries a hundred-dollar annual premium over our entry.
6. Bizee (formerly Incfile)
Formerly Incfile. Formation packages include free agent coverage for three to twelve months, package-dependent. Genuine value if formation was already on your shopping list. The log's warning concerns the handoff: bundled months expire, standalone billing begins at $149 a year, and the expiration rarely announces itself. Set a reminder the day you buy.
7. LegalZoom
The famous one. $249 a year on auto-renewal, with no first-year discount anywhere we looked in July 2026. The premium buys recognition, not extra duty. North Dakota expects the same performance from every agent in this log: an in-state address, staffed hours, prompt handoff of anything served. Recognition at a $150 yearly premium over our entry is a trade we leave you to price.
8. Swyft Filings
Read the billing interval before the number. $149, billed quarterly. Annualized, roughly $596, the steepest effective rate logged here, and no first-year discount turned up to soften it. Call it six of our years for one of theirs. The quarterly framing keeps the yearly total off the order page, which by itself justifies the next-to-last slot.
9. Inc Authority
Year one: free. Year two: unpublished. Our July 2026 sweep of their FAQ, premium packages, and homepage found no renewal figure in print, which usually means checkout or a sales call reveals it. A price log cannot rank a withheld price above anything, so the bottom entry follows automatically. Publish the number and we will reconsider.
FirstStop: The Whole Registry Behind One Login
North Dakota does not run on forms. It runs on an account. FirstStop, the Secretary of State's filing system, is where an LLC gets created ($135 for the Articles of Organization), where an agent gets appointed or replaced, and where the November report gets filed. Each filing is an interactive workflow inside the portal, and the state assigns no form numbers to them. Stop hunting for a PDF. There is not one.
Who may hold the agent role is settled by the state's Registered Agents Act, and two categories exist. Commercial agents, our category, keep a listing on file with the Secretary of State. Noncommercial agents are North Dakota resident individuals, or corporations and LLCs registered here with an in-state business office. Either way, the appointment must name a real North Dakota location; a bare PO box fails that test, though a rural route box number passes. Nearly every other state runs its report season in the spring, which makes this the kind of deadline calendars forget. Miss it and a second $50 lands on top. Keep missing it and the six-month mark arrives, at which point the state terminates the LLC automatically, by operation of law, with no hearing involved. Restoration runs $135 plus the skipped filings. Farm, ranch, and authorized livestock farm LLCs follow an April 15 schedule under their own chapter; every other LLC has November.
Each warning on that slide arrives as mail addressed to the registered agent. That is the practical reason this log weights scanning speed so heavily.
